                                   RE: Monthly GIS Progress Report
Commissioners:
 
Work continues by ILGARD on our Parcel Conversion, and Web Server Projects.
 
Our Architect has finalized the preliminary design for our GIS addition to
the County Engineer's facility.  I met with the Commissioners to discuss
the project.  I will proceed with a consultant selection procedure, and
once I have selected an architect/engineer, we will meet again.
 
Our GIS show was held September 20th.    Presenters were:
 
Chuck Hammer and Jeff Ditty of the Athens County Health Department
presented GIS applications for animal bite location, public health nursing,
mosquito fogging, and strategic planning.
 
Bob Eichenberg, Director of Athens County Planning presented a GIS
application on land capability mapping.
 
Ron Lucas from the City of Athens presented GIS applications for utilities
location, an update for where the City is with GIS and software, and a
brief look at the future of GIS with the City.
 
J.B. Hoy from ILGARD presented GIS applications on property parcels,
watershed projects, and our mapping web page.
 
Doug Bentley, Chief of Athens County Emergency Services presented GIS
applications on E-911 and house numbering.
 
Daniel Michalec and Jim Green from Ohio University presented GIS
applications for utilities mapping and 3D Floodplain modeling.
 
The event was attended by about 100 people including City of Athens council
members, Ohio University and ILGARD administrators, and several Athens
County office holders.
 
"The District," a new CBS television series airing this fall, features GIS
as part of each episode.  "The District" is a crime drama based in
Washington, D.C.  Much of the plot is based on the use of GIS to analyze
crime patterns. Beginning in October, "The District" airs on Saturdays at
10:00 p.m.  After the pilot episode, all maps shown in the series will have
been created using ESRI GIS software.
 
Our next GIS Steering Committee meeting is scheduled for November 16, 2000
at 10:00 a.m. in the Facilities Management conference room.
 
I attended an excellent ESRI class on GIS Systems Design Strategies in
Columbus.  Lasting two days, the course led the participants through actual
design scenarios for different sized GIS installations.
 
I will attend a two day ESRI GIS Implementation workshop next month
at Deer Creek.
 
Mike Canterbury, President of SEOEMS and I attended a GIS Automated Vehicle
Locator (AVL) system presentation by Integrated Systems Research
Corporation, in cooperation with B&C Communications, Inc., a consultant
used by SEOEMS.  This system tracks vehicle locations with GPS receivers,
displaying the locations on computer maps.  SEOEMS is researching different
vendors, techniques, and costs for providing such a system on each of their
emergency vehicles.
