RE: Monthly GIS Progress Report
Chuck Canter has started installing the necessary additional
control monuments, with a planned completion at year's end.
Federal "Blue-booking" certification will be applied for in
January 2002.
ILGARD is working on Athens and Trimble townships to complete the
initial parcel conversion. Ten townships have been scanned for
processing splits. Lee, Canaan, Rome, Troy, and Waterloo splits
are complete.
JB, Darren, and I met with Dave McAllister and Bob Meek of the
Athens City School District and Rob Lindsey of SEOVEC (Student
database administrator) to plan for expanding the SEOVEC legacy
data system and integrating location capabilities through GIS.
Completion of this segment will conclude the Pilot Bus Route/Stop
project. The School District will then use the Pilot Project to
evaluate it's future use for the School District, and decide
whether to continue the program for full implementation next
school year.
Preparing for our Engineer/GIS Office addition scheduled to begin
construction in 2002, we relocated our water line and A/C outdoor
compressor unit. AEP is working on relocation of our power
lines, and we are planning for relocation of our gas and
telephone lines. We are planning to meet next month with a
representative of Burgess and Niple, the new East State Street
widening consultant, to coordinate our two projects.
Our Steering Committee met:
Jill reported that her GIS Pilot Project is installed.
Lee Township data is being used by her staff to learn ArcView
software. Ken is supplying Parcel Identification Numbers to
ILGARD.
The Cartography center is working to archive the City of Athens
older map documents. The City will also have a new Corporation
Line Map drawn and Three-mile Limit Map.
John Kotowski introduced Dr. Tom Daniels who is the new Director
of Space Management, indicated that they hope to mesh their
Microsoft Access database with GIS, and said that OU is working
to become their own Floodplain Administrator and is working with
the Army Corps of Engineers on a floodplain study.
Facilities Management is converting the campus facilities value
from a square foot per facility basis to a per parcel basis,
mapping for recycling, and real time GPS readings for the Stocker
GPS Base Station.
Our meeting with local attorneys is tentatively scheduled for
January. JB, Darren, and I will attend their regular monthly
luncheon, present our GIS, and seek their assistance in
developing our GIS and see how we may better design our products
to be st meet their needs.
ILGARD has increased their staff commitment from 1 person to
2 persons on their community assistance program. They will
service a 10 county area through a Mayor's Partnership Grant,
providing technical assistance to municipalities who seek to
implement geographic based projects.
The City of Athens GIS Office will relocate to the old recreation
building. This will place the City's GIS facility very near the
County's GIS facility scheduled to begin construction in April
next year. Ron is assisting with OU's Floodplain effort and is
working with the OU Cartography Center on a new Corporation
boundary and archiving the City's old maps.
In the February and July 2001 GIS Progress Reports I asked for
input to our Core GIS vision, mission and goals. Improvements
have been made, and the final Vision, Mission, and Goal
Statements are:
Core GIS Vision:
Develop, maintain, and operate an automated mapping and
information system that efficiently and effectively provides easy
to use, accurate, and correct information accessible by those who
need the data.
Core GIS Mission Statement:
"Give our users what they want and need, keep it simple,
and make it work."
Core GIS Goals:
* Foster communication and support
* Enforce security of data
* Establish standards
* Promote system compatibility
* Eliminate duplication of effort
* Integrate data sets across jurisdictional
and organizational boundaries
* Provide training for users
* Manage outreach to new agencies
* Transfer technology to users
* Foster relationships, agreements, and partnerships
* Manage the Central Data Warehouse
* Manage Internet and intranet access
Our next Steering Committee meeting is scheduled for 1:30 p.m.
(*THIS IS A TIME CHANGE*) January 17, 2001 at the Wayne National
Forest Facility located on US 33 North at the old ODOT roadside
rest site.
Attached is an article describing Automatic Vehicle Location
(AVL) applications.
Thank you for allowing me to coordinate this important aspect of
Athens County's future.
