                              RE: Monthly GIS Progress Report
Commissioners:
 
A progress report from Sanborn Colorado is attached to this
letter.  We have received all our orthophoto data on one Mr. Sid
format (compressed at 25:1) CD.  We have received the first
quarter of our Elevation Contour data.
 
I met with Karen Adkins and Kent Park regarding Sanborn
Colorado's capabilities to do a conversion of our elevation
contours coverage data into a geo-database. However, we will
likely conduct our own data migration to a geo-database as our
needs become more necessary.
 
I attended a meeting concerning Margaret Creek Emergency Action
Planning for potential dam breech/excessive flow possibilities.
Maps prepared by the Natural Resources Conservation Service in
1988 need to be updated.  Our new one-foot pixel orthophotography
and five-foot elevation contours will prove very helpful in this
new mapping project.   (See hard copy attachments).
 
JB, Darren, and I met with the Auditor's office regarding the
Portable Document File (PDF) based One-Mile Section mapping
application developed by ILGARD.  All of these maps are finished
except the City of Athens.  The Auditor's staff agreed to work to
establish a weekly data download from the CAMA database to an
internal server file accessible by ILGARD.  ILGARD will use this
weekly download to update the master parcel maps and then
transfer the updated maps back to the Auditor's Office to be
loaded onto the Auditor's GIS server for access by the Auditor's
staff.  This will allow the new one-mile section maps to be
current weekly.  The Auditor's staff also agreed to work toward
Cole-Layer Trumble (CLT) upgrading the CAMA database Integrated
Assessment System (IS) from version 2.5 to version 4.0 once the
current set of real estate billings are completed.  Version 4.0
should allow for the one-mile section maps to be updated daily.
 
Our GIS Steering Committee met:
 
ILGARD reports that the technical aspects of our new
orthophotography are great!  They will post the new photos on our
website.
 
The Auditor's project for automatically generating one-mile
section maps is posted on our website as "Live View".  These maps
are generated daily from the most up-to-date Auditor's CAMA data.
 
The County Planning Office is using the Auditor's GIS parcel data
in Natural Hazard Mitigation Planning.  The data is valuable in
projecting losses due to disasters.  They also have mapped buffer
areas for highway, sewer, and railroad easements in the Albany
area, which when mapped concurrently allow an analysis of
potential commercial development sites.
 
O.U. Cartography has completed scanning 5 of the 32 road
centerline survey books for the County Engineer.  These old
records have become very fragile and the scanning process will
permanently archive the records.
 
Facilities Management reports that the Corps of Engineers are
re-mapping the Hocking River floodplain within the City of
Athens.  FEMA will review the work for approval.
They continue to work on their building space GIS project.
 
The Auditor will need a wide format printer for printing the new
Section Maps.  ILGARD will offer technical assistance in choosing
a printer.  A few of the Auditor's people may spend time at
ILGARD working with and learning GIS techniques from the ILGARD
staff.
 
Nelsonville had a representative at the meeting for the first
time in several years.  Mark Hall attended and plans to begin GIS
efforts for the City of Nelsonville.
 
The Health Department reports that they use GIS everyday in
environmental health projects.  They use the new parcel data
extensively and are excited to begin using the new
orthophotography and elevation contours.  Chuck Hammer says GIS
is "invaluable to their work"!  They are continuing to develop
and refine several GIS applications.  Also, Chuck reports that
the 10 County grant is in the second year of the two-year
project.  ILGARD is assisting in this comprehensive health care
initiative, which is unprecedented in the State!
 
Our next GIS Steering Committee meeting will be March 20th at
10:00 A.M., in the ILGARD conference room.
