                                 RE: Monthly GIS Progress Report
 
Commissioners:
 
ILGARD is working on the Auditor's contract for developing an
automated Section Map application.  A pilot township will be ready for
implementation by November.  The parcel splits process is proceeding
very smoothly.  Jill is very happy about the progress and indicates
that her staff is becoming more active in using GIS applications.
 
Facilities Management Renovations are working to place their utility
maps on the Web, and continuing to work on the Ellis Hall Space
Management Pilot Project.
 
We are going to receive a quote from the Ohio University Cartography
Center for scanning our old Engineer's road right-of-way survey maps.
These maps have become very fragile over the years to the point that
we do not allow them to be copied.  Scanning the documents will allow
us to archive the original maps, as well as have a digital set for
everyday use.
 
I attended a regional workshop meeting here in Athens of the National
Geodetic Survey (NGS) Ohio Re-Observation Program.  In 2002 and 2003
the NGS will conduct a re-observation and subsequent readjustment of
the National Spatial Reference System (NS RS) of geodetic survey
control points across the Nation.  This re-observation of the Federal
Base Network (FBN) presents a unique opportunity for Global
Positioning Systems (GPS) users to densify their Cooperative Base
Network (CBN) and upgrade other local geodetic control.  Athens County
is already in good shape on this by having taken the time to
"Blue-book" (register our control points with NGS).  Therefore, our
control points will be automatically updated by the national
adjustment.  However, we will take advantage of this national project
by locating any additional points we feel necessary to extend our
already excellent control coverage network.
 
JB, Darren and I presented our GIS and in particular, our Parcel
mapping project to the Athens Kiwanis.  We received a warm reception
and were able to answer several questions.  Our GIS is receiving more
use through our athensgis.com website.
 
Our next GIS Steering Committee meeting will be held
November 21, 2002, 10:00 A.M., at the ILGARD conference room.
