                              RE: Monthly GIS Progress Report

We signed a contract October 2, 2001 with Sanborn Colorado to
develop our new orthophotos and elevation contours.  Our project
will consist of developing 400'/", 1' pixel orthophotos and
5' contour elevation mapping Countywide.  These products will
be four times better than our existing data.    We received a
control point configuration map and plan from Sanborn Colorado.
We will need 21 new ground control points in addition to the 31
points we already have.  I met with Chuck Canter, and we will
begin installing the necessary additional control monuments next
month, with a planned completion at year's end.  The cost is
$227,000, with E-911 pledging $150,000, the Health Department
$30,000, and Engineer $57,000, all over a three year period.

Although none of the optional data was opted for at this time,
any agency needing the data in the future may negotiate a price
with Sanborn Colorado to have the better data developed for their
area.

Our subcommittee for selecting a consultant for our
orthophotography / elevation contours project worked very
diligently, methodically reviewing several documents and
consultant submittals; choosing five finalists from a field of
thirteen; and then interviewing and selecting Sanborn Colorado
L.L.C. as our final and best firm.  I commend Jill Thompson,
J.B.  Hoy, Howard Fokes, Tim Kern, and Ron Lucas for a job
well done and much appreciated!

I sent a letter of support on behalf of the 10-County Health
Department GIS Initiative being championed by Chuck Hammer, our
Health Department Director.  This proposal is under consideration
by the Osteopathic Heritage Foundation of Nelsonville.

JB and Darren met with County Auditor Jill Thompson and her staff
and installed the pilot training project for the Auditor's
Office.  A formal Auditor's office staff training session is
being planned.

The Pilot Project for the Athens City Schools bus stops/routes
is nearing completion.  We will meet next month and provide
direction for any future GIS efforts the School District wishes
to make.

ILGARD has completed 12 Townships on our parcel conversion
project and is working toward getting them set up on the GIS web
site.  Property splits maintenance has started and Lee Township
has been completed.

We plan to meet with the local Bar Association in January and
provide them with an update on our GIS development, find out how
we may be able to better serve them with GIS, and how they may be
able to assist us.

We replaced our sewer line in anticipation of our GIS addition
scheduled for beginning construction next year.  Next up is to
relocate our water line, relocate our A/C compressor unit, and
take down our flag pole for storage until the addition is com
pleted.

Our next Steering Committee meeting is scheduled for
November 15th at 10:00 a.m. in the ILGARD conference room.
