Commissioners:
 
The State of Ohio Statewide Imagery Program (OSIP) is scheduled
to be obtained for Athens County during the spring of 2007.
OSIP will produce the following imagery products that will be
made available to counties at no cost:
 
* 1-foot pixel resolution color digital aerial imagery
  (tiles and mosaics)
* 2.5' DEM derived from LiDAR
* LiDAR survey including 1st return and bare earth (~2M postings)
* 1M color infrared (CIR) imagery
 
In addition to the products listed above, OSIP provides state and
local government agencies with the opportunity to obtain additional
product enhancements at significant savings through the State's
Cooperative Purchasing Agreement. As a result of this program
OSIP has negotiated fixed costs for counties to obtain
enhanced products on a countywide basis.
 
Enhanced products available for purchase include:
 
* 0.5' pixel resolution color digital aerial imagery
  (tiled GeoTIFFs)
* 0.5' pixel resolution color digital aerial imagery
  as compressed countywide mosaics
* 1M 3.75 Minute Digital Ortho Quarter Quads (DOQQ) resample
* 1M 3.75 Minute countywide DOQQ mosaics
* 5' Contours
* 2' Contours
 
We shall further research the enhancement options and determine
whether to just stick with the no-cost offerings or if interest
and funding are available for any options.
 
Darren met with the Auditor's Office to coordinate GIS efforts
and address some complaints by members of the public of the
Auditor's digital Parcel Layer.  Agreement was reached for Ken
to begin computer training for maintaining the Auditor's digital
Tax Parcel Map at ILGARD.
 
ILGARD continues to work on the migration of our GIS system from
ArcInfo Coverage to SDE Enterprise Geodatabase format. There are
many implications as the result of this process and Darren has
been trying to iron out all foreseeable problems and come
up with solutions. Most of  the data is already in SDE and two
students are fitting annotation (both owner and dimension
annotation) in order to re-create the pdf plat maps using ArcGIS
desktop and the MapBook extension. Two other main issues are how
to perform parcel splits and make sure annotation is created
and updated automatically, and re-working the IMS so it can read
from SDE.

August 17, 2006 at 10:00 A.M. in the ILGARD conference room.
