RE: Monthly GIS Progress Report
Commissioners:
A progress report from Sanborn Colorado is attached to this
letter. We are reviewing our Elevation Contour data. Our
Orthophoto/Elevation Contours project is almost complete.
ILGARD has completed all section maps and almost all subdivisions
and 1:600 city plats for the Auditor Digital Plat Project.
They are currently working on Nelsonville and Athens City
capturing and fitting lot annotation.
A new page is being developed on our website that will include
the current image map for sections, pull down menus for
subdivisions, and new image maps for areas encompassing 1:600
plats, such as Athens City. All scripts and batch files needed
for automation have been completed and tested.
Once the Auditor's office upgrades to CAMA IS 4.0 later this
year, which will enable delivery of their database for GIS use us
on a daily basis, the plat maps will be automatically updated
each night. Several additional lot splits were recently
delivered and are being entered into the electronic parcel map.
Last summer and fall ILGARD went over the entire county and
identified and printed out each parcel with an unknown pin.
The auditor's office went through them, corrected many, and
recently gave them back for updating the parcel and annotation
coverages with the new information.
A future QA/QC measure may be used to compare GIS calculated
acres with Acres from the Auditor's database in order to identify
gross discrepancies.
ODNR has started work on our new Soils Data Mapping Layer.
This new layer will be completed this year and is already paid
for through a partnership between the U.S. Department of
Agriculture, Office of Soil and Water Conservation and the County
Engineer's Office. Since we have recently developed new
orthophotography, ODNR will use our photos rather than fly a new
set of photos. Our orthophotography has much better resolution
and ortho-rectification than the photos that would have been
taken by ODNR. Progress on the work will be reported regularly
in this monthly report.
Our Addition to the Engineer's Office has been postponed for at
least a year. Our Architect and I are in agreement that the most
prudent course of action is to postpone bidding and construction
of the Addition until the East State Street Widening Project has
been completed. Concurrent construction of the street project
and our Addition will likely cause interference between the
respective contractors causing additional expense and delays in
both projects. An elevation discrepancy of 0.57 feet between the
west and east ends of the East State Street Widening Project must
be resolved before we begin our project because our Addition
elevations must exactly match the as-built East State Street
Project, or we will forever have to live with any consequences
from the elevation discrepancy. By postponing our project, our
bid procedure will not contain any unknowns and potential
contractors will not have to add costs in the bid documents due
to unknown factors. We should get more accurate and therefore
less expensive bids.
The newest version of ESRI ArcView GIS software, ArcView 8.3 is
now shipping and includes new features, new extensions, and
enhancements in overall performance, quality, and documentation.
ArcView 8.3 includes new editing and analysis tools, improved
annotation, map topology (shared editing), snap indicator and
snap tips, sticky move tolerance, new midpoint, end point arc,
direction-distance, and tangent curve tools, and ArcPad
integration tools for checking in/out data. Three new optional
Arc GIS Desktop extensions are available for ArcView 8.3: ArcGIS
Survey Analyst, ArcScan for ArcGIS, and ArcGIS Tracking Analyst.
Also attached is a Case Study entitled "The Initial 30 Days of
Response and Recovery Activities at the World Trade Center."
