                             RE: Monthly GIS Progress Report
Commissioners:
 
We have received and reviewed all of our orthophoto sets from
Sanborn Colorado and are completely satisfied with the quality.
We have asked for the data also in compressed format such that
the entire County will fit on one CD and then lesser compression
such that all data tiled by township will fit on two CDs.
We have received and are reviewing the first quarter of the
Elevation Contour data.
 
ILGARD continued to work on the Auditor's Automated One-Mile
Section Map Application.
 
Our next GIS Steering Committee meeting will be
January 16 at 10:00 A.M., in the ILGARD conference room.
 
Attached to this letter is a summary of the GIS work that we have
completed in 2002.
 
Thank you for allowing me to coordinate this important aspect of
Athens County's future.
 
                 GIS work accomplished in 2002:
 
* Our Parcel Splits Maintenance System was developed and
  implemented.
* ILGARD maintained and enhanced our ArcIMS County GIS website
  and completed installation of all township parcel maps onto
  our GIS Internet mapping application.
* In cooperation with the County Auditor, ILGARD started
  development of an automated Section Map application.
* Planning continued to bring a GPS based real-time emergency
  vehicle location capability to enhance our already excellent\
  E-911 operation.  The E-911 communication system was improved.
* We completed work to develop a County Intranet and to be
  networked with the City of Athens, Ohio University, and others.
* ILGARD developed a parcel/data GIS search application in the
  Auditor's Office.  The conversion to GIS is progressing well
  in the Auditor's Office.
* We continued development of architectural/engineering plans for
  an addition to the County Engineer Office that will include
  space for a GIS Management Facility.  All utilities have been
  moved out of the way for a smooth construction schedule next
  year.
* ODNR continued work on our new Soils Layer.
* ODNR continued preparation work for a new land use map and data
  list to be developed from a new aerial photo flight for Athens
  County.  This map will help our local planning and CAUV
  process, and will be used by several other agencies in addition
  to the offices of Soil & Water Conservation, Planner,
  and Auditor.
* We completed a pilot bus stop/ route project for the
  Athens City School District.
* Our property map scan application was updated on our
  Internet web site.
* We received our new countywide orthophotography developed at 1
  one foot pixel resolution and continued work on new Countywide
  elevation contours produced at five feet intervals.  These two
  new data sets are four times better than our existing
  orthophoto and elevation contours data sets.
* ILGARD held an ArcView training class for several participants.
* The Engineer's Office entered into a project with the Ohio
  University Cartography Center to scan and catalog our old Road
  Survey maps.  This will create a valuable archive from the
  rapidly deteriorating paper maps.  A second project will scan
  our old property survey maps.
* The Engineer's Office initiated a program to locate by Global
  Positioning methods, our countywide system of
  Section Corner Monuments.
* The Engineer's Office entered into agreement with the National
  Geodetic Survey  (NGS) Ohio Re-Observation Program to
  participate in the re-observation and subsequent readjustment
  of the National Spatial Reference System (NSRS) of geodetic
  survey control points across the Nation.
* The County Commissioner's Association and several other county
  commissioners came to Athens County for a special
  commissioner's coordination meeting.  While here, they and all
  three Athens County Commissioners attended a presentation of
  the Athens County GIS hosted by ILGARD.
* We purchased and received ESRI ArcIMS software for Athens
  County.  ILGARD is currently serving our ArcIMS
  (AthensGIS.com) website.
  Our purchase of ArcIMS software keeps the operation of our website
  legal now that we are past the pilot phase, and we have the
  software ready for when we ultimately transfer the website to our
  future server at the Central Online Repository of Enterprise data
  (CORE) GIS facility being built over the coming two years as part
  of the County Engineer Office Addition.
* We completed "Blue-Booking" of our additional ground control
  point monuments installed as part of our new orthophotography/
  elevation contours project.
