RE: Monthly GIS Progress Report
Commissioners:
Darren, JB, and I met with David Boothe from Vinton County about
their emerging interest in GIS. Doug Bentley gave us an
informative tour of the E-911 center.
Fred Forbes, our Addition architect and I met with Jim Dipple,
the East State Street widening project representative from
Burgess & Niple. Coordination between the two projects is very
important in all plan, design, and build stages. We discussed
some issues regarding ADA sidewalk/ramp slope requirements that
we need to further address and resolve.
JB, Darren, and I visited with Richard Lemming and Peggy
Middleton, at the Greene County GIS Office to discuss their
GIS implementation in the Auditor's Office a few years ago.
We returned with some ideas that we may to use in our GIS.
Our Orthophoto/Contours project is proceeding. Chuck Canter and
I participated in a conference call with Karen Adkins and
Keith Kirkby from Sanborn Colorado. The monuments have
arrived and will be installed as weather permits.
Of the new required control points, 1 point (B-76) had been
destroyed by a construction project. Keith stated that this was
not a critical control point. 10 to 12 points have existing
monuments. The points required must fall between the 2 flight
lines north-south as they are needed in overlapping strips, but
can be moved somewhat east-west (except at the end of strips).
Keith required at least 2 reference points, one in the southwest
and one in the northeast. Sanborn will panel the control points
for Airborne GPS. Panels will be 24 x 12' (per leg).
Keith requested accurate elevations for the monuments; Chuck
recommended using the list from our RFQ as he is confident they
will tie to most of the points. Keith will need to be contacted
if any point will need to move greater than 500'. After the
monuments are set, Chuck will mark the locations on the quad maps
and send back to Sanborn.
Projected timeline: December 31, 2001.
NGS "Blue-booking" application is scheduled for January 2002.
Attached to this letter is a summary of the GIS work that we have
completed in 2001.
Thank you for allowing me to coordinate this important aspect of
Athens County's future.

GIS work accomplished in 2001:
Our ILGARD parcel data line work conversion project was
completed. Work was initiated to update the parcel maps with
property splits that have occurred during the conversion process.
We installed new ArcIMS software and several more township parcel
maps to enable a new chapter in our GIS Internet mapping
application.
Planning continued to bring a GPS based real-time emergency
vehicle location capability to enhance our already excellent
E-911 operation.
We continued work to develop a County Intranet and to be
networked with the City of Athens, Ohio University, and others.
We developed architectural/engineering plans for an addition to
the County Engineer Office that will include space for a GIS
Management Facility. All utilities have been moved out of the
way for a smooth construction schedule next year.
ODNR continued work on our new Soils Layer.
Our County Planning Office completed utility location projects
for the area within the Athens City Three Mile Limit, the
villages throughout the County, and the rural water districts.
ODNR began creating a new land use map and data list from a new
ODNR aerial photo flight for Athens County. This map will help
our local planning and CAUV process, and will be used by several
other agencies in addition to the offices of Soil & Water
Conservation, Planner, and Auditor.
We developed a pilot bus stop/route project for the Athens City
School District.
We partnered with the Athens County Library Association to apply
for a GIS grant.
Our property map scans were organized and placed on our web site
for viewing by anyone with access to the Internet.
We initiated the process to obtain new orthophotography in 2002
and new elevation contours in 2003. We developed our Scope of
Services and Consultant Selection Process. A consultant was
selected, additional ground control points installed, and the
aerial photography flight is scheduled for the spring of 2002.
These two new data sets will provide four times better products
than our existing data sets.
We held an ArcView training class for several county and other
partner agency employees.
We initiated outreach and cooperation with local Real Estate,
Chamber of Commerce, and Bar Association.
We presented our GIS to Meigs and Vinton counties. ILGARD is
providing assistance and both counties have started GIS
development projects.
We developed a Pilot Project in the Auditor's Office. The Staff
is working with ArcView software and Lee Township parcel data.
We finalized the vision, mission, and Goals components of our
central core GIS office operation:
